More training places due to consideration of training firms in public procurement?

Apprenticeship training is the most important educational pathway in Switzerland. Therefore, a well-functioning apprenticeship training system with a balanced demand and supply of training places is crucial for the working careers of Swiss youngsters. In particular in times of shortages of training places the government seeks to increase the supply of training places with a variety of instruments. One such instrument is public procurement policy. This project analyzes the effect of a social public procurement policy on the apprenticeship training system. We assess whether a preferential treatment of training firms in the public procurement process increases the number of training firms as well as a firm’s training intensity. In addition to the effect on training quantity, this project investigates the effect of such a policy on training quality.
